APPROVAL OF CONTRACT TO EXCHANGE PROPERTY ON ORANGE AVENUEDescription As part of the rebuild of Booker High School, the district has been working with the school's immediate neighbors and the City of Sarasota to realign Orange Avenue so that it goes around, rather then through, the campus. As the civil engineers designed the new roadway and the Design Team examined various site plan options, it became apparent that much could be gained by exchanging property at the northeast corner of Orange Avenue and 35th Street. If approved, Orange Avenue will be designed in such a way as to save the project considerable costs, and the bus loop and parking for the theater will be improved.
Recommendation That the School Board approve the contract to exchange property, including an additional payment, at the intersection of Orange Avenue and 35th Street, Sarasota.

The duration of this contract shall be for one year beginning July 1, 2010 through June 30, 2011, payable in eleven monthly payments beginning July 1, 2010 of $24,754 with a final payment of $24,758 on June 1, 2011.

COMPETITIVE: Grant funds of $750,000 will allow the Department of Research, Assessment, and Evaluation, in collaboration with Professional Development and Information Technology, to provide teachers at target schools with professional development in the integration of technology, instruction and assessment, along with developing STEM related curricula. A new Engineering Technology program will be established at BHS and formative assessments will be developed for science.

Students compete in district, state and national speech and debate contests. Students earn membership privileges in the Catholic Forensic League, Florida Forensic League, and National Forensic League.

EXPULSIONS

School Board Policy 5.34(4) permits the Board to hold in abeyance, the expulsion of a student if the student participates in a recognized alternative-to-expulsion program. This student is being placed in an alternative school.

APPROVAL TO AWARD BID #0599 FOR SECURITY SYSTEM: INSTALLATION, REPAIR, PARTS, AND CONSUMABLESDescription Bids to provide 'Security System: Installation, Repair, Parts, and Consumables' were received from eighteen (18) vendors on April 14, 2010. The bids of Anixter, Inc., Comco, EarthCam, Inc., GSA Security, Inc., Graybar Electric, Integrated Fire & Security Solutions, Inc. (IFSS), Integrated Services Corporation, IRIS, Ltd, Inc., Seabreeze Security, Silmar Electronics, Southern Lock & Supply, United Security Alliance, Inc., and Vision Database Systems were the best low bids meeting the advertised specifications. Reasons for not selecting the apparent low bid are included with the bid tabulation. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these services are contained in the operating and capital budgets allocated to the Safety and Security Department.

APPROVAL OF CONTRACT FOR CONSTRUCTION OF THE VENICE HIGH SCHOOL REBUILD PROJECT - SITE IMPROVEMENTS PHASEDescription Under the terms of the 7/21/2009 (Item #63) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Executive Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with W.G. Mills, Inc. for a portion of the Venice High School Rebuild project. The 7/21/2009 agreement included pre-construction and bidding services only. The scope of this contract shall include Sitework including earthwork, water, sewer and storm drainage, paving, site lighting in the south parking lot, temporary canopies for outside dining, temporary fencing and irrigation sleeving. The Guaranteed Maximum Price (GMP) of this contract is $7,594,102.00. The remaining contracts for Vertical Construction will be negotiated upon completion of those Contract Documents. This contract is available for review at the Construction Services Department. The School Board attorney has approved the use of this contract. Funds for this contract are available in the project budget account.

APPROVE THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING MARCH 31, 2010Description The Superintendent's Financial Statements for the month ending March 31, 2010, do not reflect any unexpected trends for the 2009-10 fiscal year. The General Fund currently shows a fund balance of approximately $122.8 million. However, budgeted deficit spending in the General Fund in future months will decrease this balance as the fiscal year ends due to State revenue shortfalls and reduced property tax revenues. The Food Service Fund revenues overall increased approximately 6% due to the increase in the number of children eligible for free and reduced meals. The money the District receives through the Free and Reduced Meals Program has increased approximately 29%, but revenues received from students paying full price or purchasing al a carte meals has decreased over 12%. Expenditures have remained steady from the prior year. The District made an arrangement with the Tax Collector in December for their office to invest some of the District tax revenue money since they are receiving a better interest rate than the District. This is the cause of the large Due from Other Agencies amount in both the General and Capital Projects Funds.

Attachment: March.pdf New Business44. APPROVAL OF THE MEMORANDUM OF UNDERSTANDING TO PARTICIPATE IN THE STATE'S RACE TO THE TOP GRANT APPLICATION - PHASE 2Description
The Memorandum of Understanding is a required component of the Florida Department of Education Race to the Top Phase 2 grant application. Districts that wish to be a participating district must indicate their agreement to implement key elements described in Exhibit 1 – Preliminary Scope of Work. Implementation of many of the key elements would be dependent upon successful negotiations of the collective bargaining agreement. Fifty percent of the funds received by a successful state application would be distributed to those districts that have a signed MOU and have negotiated the required elements in the collective bargaining agreement. The funds are to be used to support the grant related activities required to meet the key components outlined in Exhibit 1.
Recommendation
To authorize the Superintendent and the Chairperson of the School Board to sign a Memorandum of Understanding to participate in the state's Race to the Top grant application as presented.
